Chen Jining - never a traditional academic school

When the weather is good, Chen Jining will still walk in Tsinghua University.

After becoming a Minister of Environmental Protection for one year and three months, he still lives in the house of Tsinghua University. More than ten years ago, Chen Jining was the head of the Department of Environment at Tsinghua University. He was assigned a set of houses located in the northwest gate of Tsinghua University and less than 100 square meters.

Since he was admitted to Tsinghua University in 1981, Chen Jining has been in Tsinghua Park for 24 years, except for the ten years of studying in the UK and teaching. From the deputy director of the Department of Environment to the president of Tsinghua University, he walked very solidly every step of the way.

In January 2015, he left Tsinghua Park and became the party secretary and minister of the Ministry of Environmental Protection.

People familiar with him said that this turn is not unusual, because Chen Jining "has never been a traditional academic school."

From high school students to environmental director

When attending an undergraduate degree in environmental engineering at Tsinghua University, Zou Yu was two times taller than Chen Jining.

In 1986, the Department of Environmental Engineering established the first "Taoyu Scholarship". Chen Jining, the fifth and largest, was the first and only winner.

Hao Jiming, an academician of the Chinese Academy of Engineering, had just returned from his postgraduate studies in the United States and was also teaching in the department. He recalled to China Newsweek that he did not directly teach Chen Jining, but like other teachers in the department, he knew that Chen Jining was "the best student in the 81st class."

In 1988, Chen Jining, a graduate of the Department of Environmental Engineering, was sent by the school to the Department of Biochemistry at Brunel University in the UK for a Ph.D. A year later, Chen Jining moved to the Department of Civil Engineering at the Imperial College of Science and Technology in the UK to study for a Ph.D. in Environmental Systems Analysis and graduated in 1992.

In 1995, Zou Yu, who had been a lecturer at the Institute of Environmental Economics of Renmin University of China, went to the London School of Economics and Political Science to visit. Because they are a Tsinghua brother who has a common professional background with Chen Jining, they are familiar with them in London.

At that time, Chen Jining had completed his postdoctoral studies and was an assistant researcher at Imperial College of Science and Technology. In his spare time, Chen Jining was familiar with London with Zou Yu, and Zou Yu went to Chen Jining’s home for a tooth festival. Chen Jining’s wife is also an undergraduate student at the Department of Environmental Engineering at Tsinghua University. She is also a doctor at the Imperial College of Science and Technology. Zou Yu recalls that the British academic atmosphere is strong, and philosophy, technical science, and economics all have a long history. This historical heritage has also affected both of them. "Our visions and ways of thinking have improved. I think we all agree with the excellent cultural heritage of British higher education and recognize this rational and rigorous academic tradition."

At that time, Zou Yu had transferred to environmental economics, and Chen Jining was engaged in environmental system analysis. They exchanged theories in their respective disciplines and discussed the practical issues facing the European countries that have entered the post-industrial development stage. At that time, the Chinese economy was still at a high-speed development stage of low- and middle-income levels, and it was difficult to invest huge amounts of money in the environmental field. Countries such as the United Kingdom and Denmark have debated the issue of environmental investment effectiveness evaluation in the context of sufficient or even excessive investment. Based on the current situation in European countries, they explore how to make such huge investments more effective, and then consider the study of the effectiveness of environmental investment in China is also very important.

They also talked about environmental education in China. They believe that environmental science talents are not enough to study economics or engineering. They must be interdisciplinary and form a complex knowledge structure. Students should be trained in science and technology and social sciences. In addition to pure theory, students must also understand the history of the country's social and economic development, understand the national background, and the talents so cultivated are the easiest to make achievements.

This exchange continued until 1996 when Zou Yu left the UK.

The idea of ​​cultivating environmental talents is not groundless. As early as 1994, Hao Jiming went to the Danish National Laboratory as the deputy director of the Department of Environmental Engineering at Tsinghua University. He specially detoured to the UK to meet with Chen Jining.

Hao Jiming recalled that at that time, the school had talked with him and hoped that he would take over as the head of the environment department. In those years, Hao Jiming, as a core group member of the department, clearly knew that the department was facing a broken talent. After the reform and opening up, there are very few outstanding students in the school, especially outstanding students, most of whom are considering going abroad for further study. Let's discuss, if possible, "get back Chen Yining."

Hao Jiming and Chen Jining talked initially and asked him to make some preparations to return to China as soon as possible. Chen Jining listened to the environmental protection situation in China and the construction of the talent team in the environmental department. He told Hao Jiming that he would like to return to China if he had the opportunity.

After returning to school, Hao Jiming communicated with the school leaders and trained Chen Jining as an introduced talent. The school agreed.

In 1998, Chen Jining left the UK for ten years and returned to Tsinghua University. At the age of 34, he played his background in studying abroad and working as a deputy director of the Department of Environmental Engineering at Tsinghua University. During the summer vacation, Tsinghua started a senior review and Chen Jining became a professor.

At that time, Chen Jining’s work in the UK was not fully delivered, and he often ran on both sides. In October of that year, Hao Jiming once again went to the UK to talk with Chen Jining. Chen Jining promised that in March of the following year, he must return to the Qinghua newspaper full time.

In March 1999, Chen Jining returned to China as scheduled. A month later, the list of the first batch of special professors of the "Changjiang Scholars Award Scheme" was released, and Hao Jiming became one of the top five members of Tsinghua University. The school hopes that Changjiang scholars can concentrate on academics and no longer hold administrative positions. Hao Jiming himself has this intention. He applied to the school and resigned as the head of the department. The school agreed and asked him to nominate his successor.

At that time, there were four deputy directors in the Department of Environmental Engineering. Chen Jining entered the vision of Hao Jiming. As an undergraduate and master's student who has studied at Tsinghua University and also served as a student cadre, Chen Jining understands Tsinghua's operational mechanism and has his own experience on how to train outstanding talents.

Hao Jiming is different from Chen Jining. He was born before liberation. He was catching up with the "Cultural Revolution" when he was in college. His education was interrupted and he grew up in a campaign. Chen Jining happens to be the college entrance examination student after the end of the "Cultural Revolution". His professional education is complete. In addition, he has studied abroad and taught, and has an open international mindset.

Another important reason is that the other deputy directors at that time were mainly biased towards a professional field, such as water treatment, solid waste treatment, etc. Chen Jining studied environmental system analysis. Hao Jiming told the school about his thoughts, the school agreed, and hoped that Hao Jiming could do the ideological work of the relevant teachers in the department.

Hao Jiming told the old professors in the department that they had made this decision and did not expect to get a consistent approval. Most of the old professors watched Chen Jining enter the school and grow up, and he has a good impression on this young man. The young teachers in the department also expressed their conviction.

In July 1999, 35-year-old Chen Jining was appointed as the head of the Department of Environmental Engineering at Tsinghua University.

On June 29, 2015, the 15th meeting of the Standing Committee of the 12th National People's Congress held its third plenary meeting. Chen Jining, Minister of the Ministry of Environmental Protection, gave a feedback report to the Standing Committee of the National People's Congress on the State Council's report on the investigation and review of the law on the prevention and control of air pollution prevention and control.

The student entered Renmin University of China in the mid-to-late 1990s and studied environmental economics and resource management. The class teacher was Zou Yu who had just returned from the UK.

At this time, the school leaders of Tsinghua University and the National People's Congress decided through exchanges, the two schools should jointly train environmental discipline talents, just as Zou Yu and Chen Jining envisioned when talking in the UK: Tsinghua's environmental engineering students can come to the National People's Congress. To learn economics, society, and management knowledge; students of environmental economics and resource management at the National People's Congress can share Tsinghua teachers, where they can study basic courses such as natural sciences and engineering courses. Due to the variety of courses, the undergraduate is completed in five years. After graduating from both sides, you can get the diploma of the school, the engineering degree of Tsinghua University and the economics of Renmin University.

As a graduate of Tsinghua University and a master's degree, Zou Yu taught at the National People's Congress. He learned about the curriculum and training programs of the two schools and became the class teacher and communication person.

After Chen Jining returned to school in 1998, he also joined the training of these students.

Zou Yu recalled to China News Weekly, at that time, they would take students from both sides at regular intervals to list the practical problems faced by various environmental protections, and use freely studied economics and engineering knowledge to discuss freely. . The most frequent time is once a week, at least once a month.

Zou Wei was deeply impressed by one of the discussions. In March 2001, the Bush administration announced that it would refuse to ratify the Kyoto Protocol on the grounds that "reducing greenhouse gas emissions will affect the US economic development" and "developing countries should also undertake the obligation to reduce emissions and limit greenhouse gas emissions."

After the incident, China has not yet given an official statement. Chen Jining and he immediately guided the students to collect information, and in the absence of standard answers, based on the theoretical and historical knowledge and policy information, independently conducted comments to cultivate independent judging events. ability. The joint school lasted only for two reasons for various reasons. After they graduated, a small number of people were recommended to Tsinghua to continue their studies.

Liang Ye, a student who studied under Master Chen Jining, told China News Weekly that Chen Jining has his own unique educational philosophy compared to other teachers.

Chen Jining had contacted his former students who worked in various parts of the country to let their graduate students go to interview questions about water prices.

Chen Jining is only responsible for contacting and paving the way. What can be done, several students have no concept at all. Chen Jining’s philosophy is also implemented in his relationship with students. Liang Ye mainly conducts research in the Institute of Systematic Analysis of the Environmental Department. The director of a research institute once communicated with others: "I know that Teacher Chen hopes that I can become a comprehensive talent like him. I know everything, but I can't do it like him." On the other hand, Chen Jining, as a mentor, does not have much shelf. At the beginning, Liang Ye was always trembled, for fear that he would say the wrong thing and do something wrong. Not a simple academic

Both Zou Yu and Liang Ye remember that Chen Jining was involved in the launch of the "Water Salon" in the early 21st century. This salon will be held once or twice a month to discuss the development of the industry, the development of enterprises, the management system and the innovation of policies.

Liang Ye participated in many salon activities. The water industry is a relatively monopolistic industry in the country. Only state-authorized enterprises can operate tap water or sewage treatment, and Chen Jining proposed whether private capital can be introduced in the industry. He invited state-owned enterprises and foreign-invested enterprises to the salon, and asked everyone to discuss the problems of the water industry.

What makes Zou Yu more impressive is another point. When he was in the UK, Chen Jining was not a pure academic school. He then exchanged ideas with various British companies and applied theoretical knowledge. Zou Wei believes that during the Sharon period, Chen Jining not only invited various representatives of enterprises, but also invited officials from the Ministry of Construction, the Ministry of Environmental Protection and the Ministry of Water Resources to participate in the discussion. Later, Liang Ye did not work in the environmental industry, but also always pay attention to industry development. She found that the water industry was indeed developing according to the models they discussed at the time, or some of the models involved, and Chen Jining, who was born in engineering technology, could predict some of the development trends ten years ago. Liang Ye felt that he was very far-sighted. .

As a scholar and also the head of the environment department of China's top universities, Chen Jining and the government have always maintained professional contacts.

Zou Yu was very appreciative of Chen Jining's performance in participating in two social public events in 2005.

On March 22, 2005, Zhang Zhengchun, a visiting professor at the College of Life Sciences of Lanzhou University, visited Yuanmingyuan and discovered that the project of laying anti-seepage membrane on a large scale was underway. Zhang Zhengchun informed the media about the overall ecosystem and classical garden style of Yuanmingyuan due to the fear of laying the impermeable membrane.

After the media reported, the Yuanmingyuan anti-seepage project caused great controversy. In a voice of doubt, the environmental protection department intervened in the investigation and found that the project in Yuanmingyuan did not make an EIA report according to relevant national laws, nor did it pass the environmental protection approval of the Beijing Environmental Protection Bureau.

In the more than 40 days after the project was stopped, there is still no environmental assessment evaluation that the EIA unit is willing to take over the Yuanmingyuan remediation project. Some analysts believe that the environmental impact assessment technology of the Yuanmingyuan anti-seepage project is difficult and involves a wide range of issues, and the EIA report is directly related to the "life and death" of the Yuanmingyuan anti-seepage project. The EIA unit must bear corresponding legal responsibility for its EIA report. Therefore, many EIA units are not willing to take this risk.

The relevant departments on the cusp of the cusp are very hopeful that Chinese scientists and academic units can stand up. Someone found the Department of Environment of Tsinghua University, Chen Jining took the board to undertake this EIA project.

The EIA is not only risky, but also has very little funding. The total cost is 72,000 yuan, which is almost entirely spent on analysis, investigation and data printing. Twenty-two teachers from the Department of Environmental Science of Tsinghua University have invested in the project. In addition, many units including Beijing Normal University, Agricultural University, and the First Normal University have also participated.

Later, Chen Jining explained the reasons for his taking over. He felt that Tsinghua University had such social responsibilities.

On November 13, 2005, an explosion occurred in the workshop of the Jilin Petrochemical Company's double benzene plant. After the explosion, about 100 tons of benzene substances (benzene, nitrobenzene, etc.) flowed into the Songhua River, causing serious pollution of the river and the lives of millions of residents along the coast.

Chen Jining was once again in danger and led the team to the pollution site for environmental impact assessment. Zou Yu also revealed a detail to China News Weekly. Chen Jining, who had been away from Beijing for a long time, just returned to Beijing from the pollution scene. The site called Chen Jining and needed him to go back. Chen Jining said nothing and turned back to the airport. "Some professors will pay attention to treatment and professional titles. Chen Jining is not. He has a sense of mission and has a role to play."

In Tsinghua University, the selection of principals and vice principals is subject to public opinion polls.

Middle-level cadres, veteran cadres, heads of trade unions of various colleges, and representatives of teachers must all choose a person who feels they can become a school-level leader from a list of cadres at the college level.

In those years, the development of the environmental department was very prominent. Young teachers are growing fast, and teaching and research are far ahead in school statistics.

The name of Chen Jining, the head of the environment department, was naturally raised. According to relevant people, China News Weekly recalled that at that time, everyone had a consensus. Among the cadres of Tsinghua University after the 60s, several people were more prominent, including later president Chen Jining, secretary Hu Heping and Chen Xu. They all read in Tsinghua University. The undergraduate students are excellent graduates.

In February 2006, 42-year-old Chen Jining and 44-year-old Hu Heping became the vice president of Tsinghua University. Chen Xu, 43 years old, became the deputy secretary of the Party Committee of Tsinghua University.

An insider revealed to China News Weekly that before he took office, Chen Jining had a painful ideological struggle for some time. After half a year, Chen Jining was appointed as a member of the Standing Committee of the Party Committee. At the end of 2007, he served as the executive vice president. He is also a rare non-academic principal.

A Tsinghua teacher told China News Weekly that Chen Jining is different from his predecessor Gu Binglin. Gu Binglin is more like a scholarly leader. Every Tsinghua school faculty and staff interviewed told China News Weekly about the reform of the personnel system that Chen Jining had taken after he took office.

The insider recalled to China News Weekly that before the reform, Tsinghua University had a heavy historical burden, and the employment system was ranked by seniority. "Excellent can not stay, and it is not suitable to eliminate." From lecturers to associate professors to professors, it is difficult for young people to step onto the stage, and the corresponding titles and treatments are always unable to keep up.

Zhang Hua uses "big pot rice" to describe the past situation. The academic leaders, followers, and marginalized people are not much different. The performance incentive mechanism has not yet played the potential of the team itself.

Tsinghua University School of Economics and Management is one of the first pilot departments to explore this reform. Since 2006, the School of Economics and Management has designed and implemented a personnel assessment system.

First, they divided teachers into long-term and non-long-term positions. All teachers were assistant professors when they entered the school. They were all non-long-term candidates. Later, he was promoted to associate professor, divided into non-long-term and long-term, and then a long-term professor. The hospital stipulates that a teacher starting from an assistant professor should be a long-time associate professor or professor within nine years. If you can't get a long-term appointment at the end of the year, you can't extend your contract, that is, "not going up."

The academic standards for hiring and hiring are compared with those in the same academic field and at the same academic qualification level (usually starting from the time of obtaining a doctoral degree). Only teachers who are among the highest levels within a certain range can get long-term employment. Once this standard is met, it is not subject to quota.

Second, the teacher's salary is changed to the annual salary system. The college canceled the class fee, the paper guide fee, the paper award, etc., and only determined the total amount of basic income for one year, and the combination of work tasks.

This reform of the School of Economics and Management has clearly been implemented better and has become one of the templates for school reform.

In 2013, the Standing Committee of the Party Committee of the School (expansion) discussed and approved the “Several Opinions of Tsinghua University on Deepening the Reform of the Personnel System and Strengthening the Construction of the Teaching Staff”, and clearly proposed several major measures, including: highlighting the job responsibilities and establishing a teacher team. Zhang Hua recalled that when the reform of the personnel system was promoted, all levels of the school were highly resistant. "It is about the vital interests of everyone. It can be said that President Chen was pushing the public to push this reform."

There are two kinds of ideas for reform. One can be like some colleges and universities that have already carried out the reform of the personnel system. The old ways and new ways of new people can avoid many contradictions and make a tortuous twist. "The overall reform is dismembered. It is very likely that your step-by-step approach will not achieve the ultimate goal." Another way of thinking is to move forward directly, so as not to shift the overall direction.

In the end, the school chose the second idea.

When the individual science departments were opened, there were many rumors in the school, and there were many people who reported pessimistic negative attitudes. Chen Jining took the leadership team of the school into each department, and discussed the reform methods suitable for the department in batches with people at different levels.

The School of Environment has specifically supported this reform. The leaders of the hospital stated that they want to support the work of Chen Jining, and the environmental college must move forward. After that, the School of Environment became the 14th of the 38 departments in the school to initiate reforms.

When the faculties of the school came up with a reform plan, Zhang Hua found that no reform plan for the two departments was completely consistent. All the departments combined with the characteristics of their respective disciplines and came up with a reform plan suitable for the hospital. Zhang Hua called Chen Jining's method "skull bones and nails."

In the reform, some teachers left the teaching and research sequence and entered the administrative sequence. However, some of the teachers were forced to transfer their posts because they focused on teaching and had few scientific research results. Some people are criticized for this reform. The reform still regards scientific research as a criterion for evaluation, and does not focus on the quality of teaching.

Perhaps in response to the criticism criteria that had been criticized in the past, in April 2016, Tsinghua University decided to set up the "Basic Teaching Teacher of the Year" award, which is aimed at basic courses and public class teachers who enjoy a good reputation among students. Each prize is 50,000 to 100,000 yuan, and it is selected once a year. Each time, five to ten basic course teachers are selected.

Fang Yanhua, a foreign language teacher at Tsinghua University who had to leave the teaching post, was 37 years old and apparently could not meet this condition.

How to promote the reform of the personnel system more smoothly and effectively is still a difficult problem for the school leaders.

However, Zhang Hua believes that this does not prevent Chen Jining, who is leaving the post of Tsinghua’s principal, from being proud to say that he has persisted and has tried his best.

He recalled that if Chen Jining did not vigorously promote this matter at the time, it would eventually bring about changes in the reform results. When the wait-and-see crowd made all sorts of negative voices, he speculated that Chen Jining and the school leaders who promoted the matter may have also shaken.

When there were rumors in the school that Chen Jining was going to work in the Ministry of Environmental Protection, Chen Jining still maintained its original momentum and continued to work hard to promote this reform. When Chen Jining left Tsinghua University, everyone was asking, the principals are gone, and this reform will continue. "Because everyone knows that this reform, if not for President Chen, would not be able to reach today."

In January 2016, the last day of the fall semester exam week of Tsinghua University from 2015 to 2016, one year after Chen Jining left Tsinghua University, President Qiu Yong announced that all 38 departments that were included in the reform of the school personnel system had completed the reform plan as scheduled. Formulate work and "achieve the results of the landmark phase of the personnel system reform."

Zhang Hua said that when Qiu Yong was appointed vice president, he cooperated with Chen Jining and actively promoted this reform. At the launching ceremony of the reform of the personnel system of each department, Qiu Yong said: "Thank you for the support of all the teachers!" After Chen Jining left, Qiu Yong did not slack off and continued to push this reform.

Zhang Hua believes that Chen Jining gave his successor "a strong thrust, a great confidence."

Compared with this driving force, Chen Jining is much gentler in the evaluation of students.

When Chen Jining took office as the principal, he asked the school office to organize a student representative meeting. Wang Ran attended the meeting as a student representative of his grade.

He recalled to China News Weekly that there were not many student representatives, one for each grade, and the student council cadres, probably less than ten. Chen Jining and the deputy secretary of the school's student work and two other vice-presidents attended the meeting.

Chen Jining asked each student to introduce himself. He asked their professional and learning situation with great interest. Finally, at the meeting, all students were reported their mobile phone numbers. "If you feel that there is something in the school that needs improvement, you can send me a text message directly," he said.

Since then, such meetings have been organized many times, and many students of different grades and different departments of the school have had such contact with Chen Jining.

In the first half of the year, during the annual high-stakes season, Chen Jining made the first move and decided to write invitation letters to high school students. A staff member recruited in the same year introduced to China News Weekly. This letter was written by Chen Jining himself, and was modified several times before and because Chen Jining felt that the letter represented the image of Tsinghua University. "As a principal, he has a lot of opportunities, but he doesn't have a fake person. It shows that he has a quick judgment on his own priorities."

After the admission, Chen Jining reopened the first letter and wrote letters to the freshmen who were admitted, hoping that they would report independently. The above-mentioned personnel revealed that the letter was also from Chen Jining himself, and it was also a few easy drafts, but the idea of ​​"independence" never changed.

In addition, the admission notice for the year began to be revised, and the new photos and Chen Jining’s personal signature were printed on each notice.

More and more students in the school have realized that Chen Jining has "enriched affinity."

He rode a bicycle on the 28th and stopped at the entrance of the first teaching building of Tsinghua University. He chatted with Yue Guangxi, an academician of the Chinese Academy of Engineering and the deputy director of the Coal Clean and Burning National Engineering Center, who was riding a bicycle. He was photographed by the students and became popular.

Some students also saw that on October 31, 2013, in the back hall of the main building of Tsinghua University, the defense meeting for the candidates for the undergraduate special scholarships had begun for an hour and a half. Chen Jining quietly walked in from the side door. He did not interrupt the defense process, but quietly walked to the last row of standing, standing with other students to listen to the defense.

According to China News Weekly, in the last half of Chen Jining’s term as principal, a student who had been exploring entrepreneurship has affected his achievements and is difficult to obtain qualifications for insurance research. The student used to have a few faces with Chen Jining in the meeting. He sent a text message to Chen Jining and expressed his hope that he could continue to study in a school of the School of Economics and Management. He would like to ask Chen Jining to write a letter of recommendation for himself. Chen Jining replied to him the next day, made his own recommendation and wished him success.

The boy was not admitted to the School of Economics and Management, but went to other colleges at Tsinghua University to continue his studies, but this did not prevent the student from being grateful to Chen Jining.

After serving as a school leader, Chen Jining still took graduate students. Zou Yu participated in several group discussions. He found that Chen Jining did not generalize the students' works, and often gave very specific guidance. "I knew that he spent a lot of time watching these students."

At the same time, Chen Jining still maintains contact with the industry, especially the Ministry of Environmental Protection.

After the 2008 Wenchuan earthquake, Chen Jining led the team to the disaster area and issued a report on safety assessment and response measures.

At the beginning of 2009, the Ministry of Environmental Protection decided to conduct a strategic environmental assessment on the development of five key regional industries. The environmental impact assessment covers 67 prefecture-level cities and 37 counties (districts) in 15 provinces (autonomous regions and municipalities) covering an area of ​​1.11 million square kilometers. The economic aggregate accounts for one-fifth of the country's total, involving more than ten key industries such as petrochemical, energy, metallurgy and equipment manufacturing. It was the strategic environmental assessment with the largest geographical scope and the widest industry scope at that time.

Chen Jining was appointed as the leader of the project integration expert group to lead the environmental impact assessment and submit a report in the second half of 2013.

"China News Weekly" learned that the five regional strategic environmental assessment reports won the first prize of the Ministry of Environmental Science Science and Technology Award.

"Chen Jining is a minister, and he has contributed more to the country than he was an academician."

It is known that Chen Jining will be responsible for the party secretary and minister of the Ministry of Environmental Protection. Zhang Hua is somewhat surprised. Many reforms in Tsinghua are still in progress. "It is still time to work hard."

However, everyone feels that this change is reasonable. "If China needs a minister with a background, courage and responsibility, then Chen Jining is the choice."

Hao Jiming knows the news earlier than Zhang Hua. There are various legends on campus, until Chen Jining told Hao Jiming that he might really want to go to the Ministry of Environmental Protection. "He believes that new jobs can be combined with professionalism." Hao Jiming also believes that Chen Jining, who studies the environmental system, can just "do his best" in this position.

According to China News Weekly, Chen Yining’s wife has been working in the company since she returned to China. She was a senior executive at a state-owned enterprise. When Chen Jining decided to take up the new Ministry of Environmental Protection, his wife also decided to withdraw from the company, and in the middle of that year, he entered a college environmental school to teach. The insider said that this is to avoid unnecessary involvement.

2016年春节前,邹骥与陈吉宁深谈过一次当前的环境政策科学决策问题。

目前,中国面临着大气、水、土壤等多方面问题,尤其是雾霾问题,需要投以巨资解决。20年前在英国伦敦公寓中,他们用纯理论的科学知识探讨的欧洲国家面临的投资费用效果优化问题,如今真实地摆在身为环保部长的陈吉宁的面前。

陈吉宁告诉邹骥,他认为,目前的一些重大决策存在着旧账没有算清的问题。「比如雾霾,花多少钱,怎麽花,谁出钱,分佈在什麽样的时间尺度上,怎麽能在最快最可行的基础上,在大家能接受的政治力度和资金投入上解决这一环境问题?他强调,我们应加强费用效益和效果分析;探索通过市场机制让环境投资从财政负担变为促进经济发展动力的改革道路。」

陈吉宁的成长经历使他具有全球视野和历史眼光。他对邹骥说:「在人类现代化的历史上,今天发达国家大约10亿人口完成第一次现代化浪潮的历史过程中,对地球环境产生了巨大的干扰,不同的环境问题也是在一个较长的时间尺度里分阶段解决的。过去30多年里,拥有另外十多亿人口的中国高速发展,现在正在完成人类现代化历史上的第二次浪潮,对环境也产生了衝击,但在相同发展阶段和发展水平上总体上要比发达国家当年做得好。未来在世界其他地区的几十亿人口中会出现后来的现代化浪潮。前两次浪潮中所积累的环境治理经验和教训,应当和其他发展中国家分享,最大限度减少它们后起的发展对环境的衝击,这个是中国对世界应当承担的责任。」

邹骥认为,陈吉宁身上还存在着当年上学、后来做研究者时的影子。

陈吉宁也有了一些心态上的变化。他和邹骥谈起人才培养,除了过去他们聊过的複合知识结构、严谨科学作风之外,身为部长的陈吉宁希望,能有更结合实际、解决问题的人才出现。

在大学里埋头做学问的学者,学术的贡献较多,政府的智库更了解政策的进程,但前者距离政策稍远,后者知识的系统性稍弱,怎样能实现两类人才的结合,是陈吉宁这样的实干者关注并希望推进的。

在得知陈吉宁履新环保部时,邹骥给陈吉宁发了一条短信,大意是说:「你当部长,应当比当院士给国家做的贡献大。」
